About SCM:

The Syrian Center for Media and Freedom of Expression (SCM), is an independent, non-governmental, and non-profit civil society organization founded in 2004. It works to achieve justice, defend human rights, promote media freedom, support civil society, and encourage active citizenship. SCM has gained extensive experience in combating impunity and strengthening the rule of law.

Since 2011, SCM has held Special Consultative Status with the United Nations Economic and Social Council (ECOSOC). Its work focuses on documenting human rights violations and submitting legal files to hold perpetrators accountable, while strengthening the role of victims and their families, and supporting journalists and human rights defenders, as well as independent media as a tool for building democracy.

Job Purpose

Contribute to developing and implementing the Center’s national and international advocacy efforts by monitoring UN mechanisms, preparing policy and position papers, coordinating participation in advocacy activities, and fostering relationships with human rights organizations and international partners, thereby enhancing the Center’s impact on human rights and freedom of expression issues.

Roles and responsibilities

• Support the implementation of SCM’s Monitoring and Evaluation framework and procedures across all projects and programs.
• Conduct regular follow-up on project activities to ensure implementation is progressing according to approved work plans, timelines, indicators, and donor requirements.
• Track project outputs and indicators and update monitoring tools, trackers, and Performance Indicator Tracking Tables (PITTs) on a regular basis.
• Collect, organize, review, and verify means of verification (MoVs) and supporting documents for project activities and indicators.
• Conduct routine data quality checks to ensure accuracy, completeness, consistency, and reliability of reported information.
• Follow up with project teams to ensure timely submission of monitoring data, reports, attendance sheets, surveys, assessments, and other required documentation.
• Participate in field monitoring visits, activity observations, spot checks, and beneficiary verification exercises when required.
• Assist in designing and administering monitoring tools such as surveys, feedback forms, attendance trackers, and data collection templates.
• Support the analysis of monitoring data and contribute to the preparation of monthly, quarterly, and donor reports.
• Maintain organized digital and physical archives for monitoring data, reports, and means of verification.
• Identify implementation delays, documentation gaps, data inconsistencies, or risks and report them to the MEAL Manager and relevant project teams.
• Support project teams in understanding and applying monitoring requirements, indicators, targets, and reporting procedures.
• Assist in baseline studies, assessments, evaluations, and other MEAL-related activities as assigned.
• Contribute to proposal development by supporting indicator tracking plans, monitoring methodologies, and data collection approaches.
• Perform any other monitoring and evaluation-related tasks assigned by the MEAL Manager or senior management.

Required skills and qualifications

Qualifications

• A Bachelor’s degree or higher in a relevant field (Development, Social Studies, computer sciences or statistics, or a related field.

Experience

• At least three years of M&E experience.
• Demonstrated experience in program design monitoring and evaluation or management.
• Experience in monitoring and evaluating capacity-building activities..
• Must have adequate knowledge and experience with qualitative and quantitative data collection methods and analysis.
• Capacity-building experience in project monitoring, reporting, and evaluation
• Experience in using artificial intelligence tools responsibly.

Skills

• Computer knowledge including Word, Excel, and PowerPoint (additional experience with data analysis software is preferred).
• Fluent in Arabic, with strong skills in English.
