About SCM:
The Syrian Center for Media and Freedom of Expression (SCM), is an independent, non-governmental, and non-profit civil society organization founded in 2004. It works to achieve justice, defend human rights, promote media freedom, support civil society, and encourage active citizenship. SCM has gained extensive experience in combating impunity and strengthening the rule of law.
Since 2011, SCM has held Special Consultative Status with the United Nations Economic and Social Council (ECOSOC). Its work focuses on documenting human rights violations and submitting legal files to hold perpetrators accountable, while strengthening the role of victims and their families, and supporting journalists and human rights defenders, as well as independent media as a tool for building democracy.

Roles and responsibilities
- Supervise a team of Field Documentation Officers and OSINT Investigators, monitor their performance, and ensure effective coordination and integration between field documentation and OSINT investigations.
- Identify documentation priorities and work plans in coordination with Project Management, based on SCM’s strategy, developments in the human rights situation, and identified documentation gaps and needs.
- Assign tasks to team members and follow up on their implementation.
- Ensure the team’s compliance with the SCM’s methodology and established standards for information collection, documentation, and verification.
- Monitor the quality of data entered into the data management system and ensure that it is technically and legally reviewed before being referred to the Legal Officer for final review.
- Coordinate and oversee the process of restoring and updating data within the documentation system, identify priorities for data restoration, and follow up on their implementation by the team.
- Coordinate and oversee responses to the public communication tool and social media platforms, assign tasks to team members, monitor their performance, and ensure compliance with established procedures when communicating with witnesses, victims, and information providers, in line with the Center’s policies and methodologies.
- Review testimonies, ensure their quality, and oversee their proper archiving in the documentation system.
- Coordinate and cooperate with other projects and departments within SCM and follow up on internal and external requests related to documentation work, including requests from partners, researchers, and national and international bodies, ensuring that such requests are handled appropriately and in accordance with established procedures.
- Ensure the confidentiality and privacy of information and individuals involved in information received or produced by the project.
- Contribute to the performance evaluation of documentation team members, identify their training and technical support needs, and provide the necessary guidance and support to enhance the quality of their work.
- Propose topics for working papers and thematic reports by monitoring the human rights situation in Syria, and contribute to the development of these papers in coordination with the Human Rights and Reporting Officer and Project Management.
- Attend external meetings and represent SCM when required, prepare meeting minutes, and share them with management.
- Perform any other tasks assigned by Project Management, in line with SCM’s objectives and strategy and in the best interests of the work.
Required skills and qualifications
- A university degree in law, international law, human rights, political science, management, or any other relevant field.
- At least three years of relevant professional experience within local or international civil society or non-profit organizations, including experience in coordinating teams, activities, or workflows, preferably in the documentation of human rights violations.
- Good experience in managing systems, software, and databases used in projects, with the ability to identify their functional and operational requirements, coordinate with technical teams, and follow up on their development, testing, and updating processes.
- Good knowledge of International Human Rights Law (IHRL), International Humanitarian Law (IHL), and International Criminal Law (ICL).
- Excellent communication and coordination skills, with the ability to build and maintain professional relationships with partners.
- Ability to work independently, manage priorities, and complete tasks with minimal supervision.
- Commitment to the highest standards of professionalism, integrity, confidentiality, and respect for human rights principles.
- Languages:
- Fluency in Arabic, spoken and written
- Excellent Command of English, spoken and written.
